Beijing’s Municipal Bureau of Economy and Information Technology said the city’s digital economy value added increased 7.8% in the first half of the year. Value added from core digital economy industries rose 9.8%, and the bureau said the sector made a notable contribution to Beijing’s GDP growth, according to the Beijing News as cited by Odaily.
Token economy policy and infrastructure are part of the second-half plan
For the second half of 2026, the bureau said it will focus on annual priorities tied to building Beijing into a benchmark digital economy city and will continue rolling out its “AI+” action plan to unlock new growth drivers in the smart economy.
As part of that agenda, Beijing plans to formulate policies for the development of the Token economy. The bureau said the plan will cover key links including Token production, distribution, and application, and that the city will lay out construction of a Token factory and a Token distribution platform. It also said Beijing will push innovative applications in major sectors including industry, education, and culture and tourism.
AI applications, AIGC training, and an open-source stack are also on the agenda
The bureau also said Beijing will promote broader AI adoption in the second half of the year, including the use of smart translation and AI-powered simultaneous interpretation in culture and tourism consumption scenarios.
In addition, the city plans to hold a special “Create to Win the Future” OPC roadshow event to stimulate AI application and creative activity among what it described as super individuals. It also plans to develop premium AIGC training courses aimed at OPC participants to release the value of AIGC technology.
On the technical side, Beijing said it will rely on the Open Source Chip Research Institute and the Beijing Tongminghu Information Technology Application Innovation Center to build an open “RISC-V+AI OS” ecosystem, with the goal of forming a full-stack independent technology system spanning chip instruction sets, operating systems, and agent applications.
