The surging demand for regulated digital liquidity is reshaping tokenized finance as institutions rapidly converge on safer, government-backed structures. On November 13, 2025, BNY (NYSE: BK), one of the world's largest custodian banks, announced the launch of the BNY Dreyfus Stablecoin Reserves Fund (BSRXX), a government money market fund tailored to meet the reserve requirements of U.S. stablecoin issuers under the GENIUS Act.
Fund Structure and Compliance Framework
The BSRXX fund is structured as a government money market product intended for institutions operating in fiduciary, advisory, agency, custodial, or brokerage capacities. Critically, the fund does not invest directly in stablecoins but serves as a reserve pool for issuers. Stephanie Pierce, Deputy Head of BNY Investments, stated: “Cash is the cornerstone of the digital asset ecosystem, enabling global capital markets to move toward an always-on, 24/7 environment. Stablecoins are at the forefront of this transformation, and we are proud to provide our liquidity leadership with the launch of the BNY Dreyfus Stablecoin Reserves Fund.”
The initial allocation was provided by Anchorage Digital, the first federally chartered crypto bank. CEO Nathan McCauley commented: “BNY’s leadership in liquidity and the GENIUS Act framework together mark a new chapter for stablecoin infrastructure in the U.S. As the first federally chartered crypto bank, we see efforts like this as essential to bridging the trust, transparency, and regulatory rigor that will define the next era of digital finance.”
The GENIUS Act Catalyst
The GENIUS Act, enacted in July 2025, established federal reserve requirements for U.S. payment stablecoins. Under this statute, certain government money market funds like BSRXX become eligible reserve vehicles once the law becomes effective. This regulatory clarity provides a clear pathway for stablecoin issuers to hold compliant reserves while mitigating concerns about liquidity and redemption risks associated with concentrated reserve structures.
BNY’s extensive footprint in digital asset services — providing fund administration and custody for more than half of tokenized fund assets and serving most major digital asset ETFs in the U.S., Canada, and EMEA — positions the BSRXX fund as a cornerstone for institutional adoption. Critics note that stablecoin reserve concentration remains a potential systemic risk, but advocates argue that regulated structures reduce uncertainty and strengthen market integrity. The launch of BSRXX signals that traditional finance giants are accelerating their embrace of compliant digital asset infrastructure, potentially unlocking the next wave of institutional participation in tokenized markets.
