The Casper Association unveiled a multi-year technical roadmap on May 12, positioning the Casper network as the core infrastructure for tokenized regulated assets and the growing machine-to-machine economy.

Michael Stuer, President and Chief Technology Officer of the Casper Association, presented the strategy at the Digital Finance Forum in Bermuda. Stuer described the roadmap as a shift from “native crypto hype” toward the practical infrastructure needed to onboard trillions of dollars in real-world assets (RWAs).

“Very few are building the infrastructure that will bring in the next billion users, the next trillion dollars in tokenized assets, or the first billion machines. For users, the blockchain must be invisible. A single touch. That’s it,” Stuer said.

9 Core Initiatives: EVM Compatibility and ERC-3643 Integration

The roadmap, dubbed the “Casper Manifesto,” outlines nine core initiatives designed to eliminate friction typically associated with blockchain technology. A central pillar is the introduction of full Ethereum Virtual Machine (EVM) compatibility. While the Casper network is built on WebAssembly (Wasm), adding EVM support allows developers to migrate existing Ethereum-based smart contracts and tools—such as Solidity and MetaMask—onto Casper without changes. The association described this as “one chain, two execution environments, zero fragmentation.”

Targeting the estimated $16 trillion market for tokenized real-world assets, the roadmap integrates regulatory compliance directly into the protocol layer. Casper is aligning with the ERC-3643 standard, which currently covers approximately $28 billion in on-chain assets.

X402 Micropayments: Paving the Way for AI and Machine Economies

The roadmap also focuses on autonomous systems. By implementing the open X402 payment standard, Casper aims to become the first native Wasm Layer 1 blockchain to support programmable machine-to-machine micropayments over HTTP. This capability enables AI agents to pay for data queries or computing power using stablecoins without human intervention, leveraging “smart accounts” to manage spending limits and permissions.

The X402 micropayment system is expected to launch within weeks, providing a payment rail for the AI-driven economy.

Quantum Safety: Deploying Quantum-Resistant Algorithms in 2027

A key differentiator is Casper’s proactive approach to quantum safety. The network was designed from the ground up to support multiple key algorithms and currently uses Ed25519 and secp256k1 in production. According to Stuer, Casper plans to introduce quantum-resistant cryptographic algorithms in 2027, running alongside current classical public-key cryptography. This dual-path system aims to provide a smooth migration path for network participants.

“Our design from day one has allowed us to support different key algorithms,” Stuer told Bitcoin.com News, noting that the goal is to secure the ecosystem before quantum safety becomes an industry-wide emergency. “We believe quantum resilience will become a key component of blockchain infrastructure.”

Meanwhile, the Casper Association confirmed that initiatives will rollout in phases leading up to 2027. The X402 micropayment system is expected within weeks. Later, in late 2026, the network will introduce EVM compatibility and regulatory-compliant security tokens. Transaction privacy features and the final rollout of quantum-resistant algorithms are planned for completion by 2027.

The Casper network underwent a significant upgrade in mid-2025 with the release of Casper 2.0, which introduced deterministic finality and a multi-VM execution layer, providing the technical foundation for the manifesto.

It is worth noting that the tokenized real-world assets (RWA) market has grown 20x over the past three years, surpassing $29 billion, as institutional adoption accelerates onchain.
