At GWDC 2026 Korea, Liam Karwan, Head of RWA and Stablecoins at Chainlink, argued that regulation should not be viewed as a double-edged sword but as a clear driver for bringing large pools of capital on-chain. Speaking during a roundtable session, he said end users care about familiar interfaces, security, and not losing money, rather than which blockchain their funds move through. In his view, blockchain infrastructure will fade into the background and function as invisible rails.
Karwan also said the amount of capital that can come from the crypto-native sector alone is limited. He identified the real addressable market as the global financial capital markets, adding that asset managers, banks, and fintech companies cannot participate in on-chain activity without regulatory clarity. He said the industry’s task now is to build systems that are robust, secure, and equipped with compliance tools so they can handle the liquidity and users that may enter once rules become clear. The event was held in Seoul on Sept. 29-30, 2026.

Chainlink executive links regulation to on-chain capital flows
During a roundtable discussion, Liam Karwan, Head of RWA and Stablecoins at Chainlink, said end users care about familiar interfaces, security, and not losing money. He said they do not care which blockchain their funds pass through, and argued that blockchain will become invisible underlying rails.
Karwan rejected the idea that regulation is a double-edged sword. He described it as a clear positive driver.
He said the amount of capital that the purely crypto-native world can bring on-chain is limited. The real addressable market, he said, is the global financial capital markets. He added that asset managers, banks, and fintech companies cannot take part in on-chain activity when regulatory clarity is absent.
Karwan said the industry now needs to build systems that are robust, secure, and equipped with compliance tools, so they can absorb the liquidity and users that may enter after regulatory clarity arrives.
