China’s Cyberspace Regulator Calls for New Computing Facilities to Be Built Alongside Renewable Power

China’s Central Cyberspace Affairs Commission has issued an action plan for the high-quality development of internet and information technology companies for 2026-2030, with green and low-carbon development among its priorities. The plan calls on companies to build greener operations across office work, production, transport, services, packaging, delivery and day-to-day business processes, and to disclose their progress in cutting emissions on a regular basis. It also says companies should increase their use of renewable energy. New computing facilities should be planned in coordination with renewable power generation projects, while national green computing infrastructure should continue to be built out. The document says the recommended list of energy-saving and emissions-reduction equipment should be updated in a timely manner, and that advanced technologies such as liquid cooling and waste-heat recovery should be promoted. It further encourages ecosystem-leading and industry-leading companies to help upstream and downstream firms improve their emissions-cutting capacity, speed up the build-out and use of digital carbon-management centers, and create greener value chains and supply chains. Local authorities are also encouraged to build green transformation service platforms that can offer companies low-cost, standardized carbon-accounting tools and energy-efficiency diagnostic services, lowering the barrier to greener business upgrades.
