China's Ministry of Industry and Information Technology (MIIT) has released the 15th Five-Year Plan for the information and communication industry, targeting 9800 EFLOPS of national intelligent computing power by 2030, roughly 6.2 times the 2025 baseline of 1590 EFLOPS. The National Data Administration reported that the country's intelligent computing scale reached around 2450 EFLOPS (FP16) by end-July, requiring a fourfold expansion. MIIT's June data showed 2185 EFLOPS, up 177% YoY. The plan calls for orderly deployment of 10,000-card and 100,000-card intelligent computing clusters, inference computing for various scenarios, and increased adaptation of domestic AI chips. Currently, 52 facilities with over 10,000 cards have been built. The plan also sets a cumulative investment target of 3.8 trillion yuan for information infrastructure in the sector, which includes communication networks and is not solely for AI.
China's Ministry of Industry and Information Technology (MIIT) on September 8 rolled out the 15th Five-Year Plan for the information and communication industry, and it put a very specific number on national intelligent computing power: 9800 EFLOPS by 2030. That target uses the 2025 baseline of 1590 EFLOPS, which works out to roughly a 6.2-fold jump.
The document also cites fresh figures from the National Data Administration. Those data show the country's intelligent computing scale had climbed to about 2450 EFLOPS (FP16) by the end of July. So yes, capacity still has to roughly quadruple to hit the 2030 mark. In a separate figure, MIIT said computing power scale as of June was 2185 EFLOPS, up 177% from a year earlier.
To get there, the plan calls for orderly deployment of intelligent computing clusters containing 10,000 cards, 100,000 cards, or even more. It also asks for inference computing power built for different application scenarios, while pushing faster adaptation of domestically produced computing chips. Right now, 52 facilities with more than 10,000 cards have already been built across the country.
The plan also sets a cumulative investment goal of 3.8 trillion yuan for information infrastructure in the sector during the 15th Five-Year Plan period. But that money covers communication networks and other pieces too, not just AI computing power.
