The Payment & Clearing Association of China has issued a self-discipline convention for AI agent payment applications, setting rules for how member institutions use large models and other artificial intelligence agents to initiate and execute payment instructions in payment scenarios. The document applies to banks, non-bank payment institutions, clearing institutions and other relevant members carrying out such applications. It states that entities providing payment services must take responsibility for those services, while also implementing requirements covering cybersecurity, data security and privacy protection. The convention also calls for a Know Your Agent, or KYA, framework, graded management of AI agents and an end-to-end identity transmission mechanism. In addition, it highlights model robustness, traceability, anti-money laundering and anti-fraud controls, and requires stricter authorization and risk-control measures for groups including elderly people and minors. The convention took effect on the date of its release.
