China's Ministry of Industry and Information Technology (MIIT) has published the 15th Five-Year Plan for the Information and Communication Industry, setting a national goal of 9800 EFLOPS for intelligent computing power by 2030. According to the National Data Administration, as of the end of July, the country's smart computing scale stood at about 2450 EFLOPS (FP16), implying a nearly fourfold expansion needed over the next four-plus years.
The plan calls for orderly deployment of computing clusters with 10,000 or more accelerators, including 100,000-scale clusters, alongside inference computing for diverse scenarios and greater adoption of domestically produced computing chips. As of now, 52 facilities with over 10,000 accelerators have been built nationwide. MIIT previously reported that smart computing power reached 2185 EFLOPS by the end of June, up 177% year-on-year. The plan uses a baseline of 1590 EFLOPS in 2025, targeting 9800 EFLOPS by 2030, an expansion of roughly 6.2 times. The total cumulative investment target for information infrastructure in the sector during the period is 3.8 trillion yuan, which covers communication networks and other infrastructure, not solely AI computing.
