China’s State Council approved a major draft revision to the Road Traffic Safety Law on June 12, adding a dedicated chapter on autonomous vehicles at the national legislative level for the first time. The draft covers testing, commercial operation, and liability rules for L3 and L4 driving systems. It also sets out how responsibility should be allocated in accidents involving drivers, vehicle owners, system operators, and developers. Alongside the legal revision, authorities introduced the mandatory national standard GB 44721-2026, which requires autonomous driving systems to perform at the level of a qualified human driver.
