China's Center for Information Industry Development (CCID), under the Ministry of Industry and Information Technology, released its second Global Public Chain Technology Evaluation Index on June 20. The updated list expanded from 28 to 30 projects, adding EOS and Nebulas as new entries. EOS topped the overall ranking with a score of 161.5, pushing Ethereum from first to second place (138.4 points). Bitcoin continued its decline, falling from 13th to 17th place with only 91.5 points.

Optimized Evaluation Model Focuses on Technology

The CCID Public Chain Technology Assessment Working Group stated that the second-phase model improved the security assessment algorithm and added a new indicator for “ease of deploying public-chain nodes.” However, the basic framework remained unchanged, evaluating projects across three dimensions: basic technology level, application usability, and innovativeness. Notably, typical market factors such as liquidity, volume, adoption, or price were completely excluded.

“The second-phase assessment model has been optimized compared to the first phase. The security assessment algorithm has been improved and the evaluation indicator for ease of deployment of public-chain nodes has been added,” the CCID noted.

EOS Debuts at #1 but Stability Questioned

EOS mainnet launched on June 10, and despite a short-term suspension accident, CCID praised its active technological innovation and fast software updates, calling it “one of the new generation public chains most concerned by the industry.” However, due to its short online time, the network’s stability remains to be observed. EOS’s comprehensive score of 161.5 gave it a clear lead. Ethereum, the previous #1, dropped to second with 138.4. Bitcoin Cash slipped slightly from 25th to 28th place.

EOS Core Arbitration Forum Issues First Censorship Order

Two days after the CCID index release, the EOS Core Arbitration Forum (ECAF) issued its first censorship order, requiring block producers to refuse processing transactions for 27 affected EOS account addresses pending further arbitration. This event sparked debate within the community about the degree of decentralization in EOS governance.

China's ranking system offers a purely technology-centric perspective, contrasting sharply with market-cap-based lists like CoinMarketCap. For investors, understanding this unique evaluation methodology provides a complementary view of a blockchain project's long-term potential.
