The company said the gateway places payment rules in front of resources protected by Cloudflare, with checks handled at the edge before a request reaches the customer’s origin server. Developers will be able to define access policies for specific pages, API routes, datasets, or tools, then manage those rules from a single control panel. Usage-based pricing is part of the design. Cloudflare cited examples such as charging per API request, setting variable pricing for compute-heavy tasks, or charging only unauthenticated users.

HTTP 402 becomes the payment layer

x402 is built around the HTTP 402 “Payment Required” status code. A client first requests a paid resource, the server responds with a price and payment instructions, and the client sends the request again with proof of payment after the transaction is made. Cloudflare said this removes the need for a checkout page or a separate payment API.

The company is targeting sub-second payment settlement. Sellers will be able to receive stablecoins directly into their wallets or redeem them for fiat, while buyers can access paid resources with no signup, no API key, and no prior relationship required.

Built around the shift from human traffic to AI agents

Cloudflare tied the launch to a change in how traffic moves across the web. In its framing, AI agents are taking a larger share of online activity, and they do not interact with ads or subscription products in the same way human users do. Instead, an agent may need to pay only for a single data feed, a search result, one API call, or a specific tool request.

That makes a request-based payment model a practical fit. Cloudflare’s gateway turns access to a web resource into a paid request, matching the way automated agents consume services online.

Earlier work with Coinbase set the stage

The waitlist launch follows earlier collaboration between Cloudflare and Coinbase. Previous reporting said the two companies launched the x402 Foundation to promote real-time stablecoin payments for AI agents, apps, and businesses, with the goal of making x402 a common payment layer for online services.

That same model allows AI agents to pay for online resources with stablecoins without using a credit card, an account, or manual approval. Cloudflare’s new product applies that approach directly to protected web resources.

Competition is building in machine payments

Cloudflare’s move adds another major infrastructure company to the market for AI-driven payments. The report noted that Amazon Bedrock AgentCore has already added Coinbase x402, allowing AI agents to pay for services in USDC without human input. That system runs on Base and is designed for fast, low-cost payments.

Other platforms are moving in the same direction. Solana and Google Cloud previously launched Pay.sh, a stablecoin payment gateway for AI agents that charges on a per-request basis through APIs, supports small payments, and avoids standard accounts, API keys, and monthly plans.

For now, Monetization Gateway remains in waitlist mode and is not yet broadly available. Cloudflare said the product will initially support stablecoin payments, with rules managed through the dashboard, the Cloudflare API, or Terraform. The launch points to a clear trend inside web infrastructure: stablecoins are being inserted deeper into online services as AI agents create demand for small, automated payments.
