Cloudflare has revealed that it is building Net Dollar, a stablecoin designed specifically for payments initiated by AI agents on the internet. The move signals the company’s intention to position itself at the intersection of internet infrastructure, programmable payments, and the emerging market for agent-driven commerce.

According to Cloudflare, Net Dollar is being built from the ground up to support a new class of online activity in which AI agents do more than answer questions or generate text. Instead, these agents are expected to take actions on behalf of users, including making bookings, purchasing services, paying for digital resources, and completing transactions automatically when predefined conditions are met.

Why Cloudflare Is Targeting Agentic Payments

Cloudflare’s thesis is that the internet is moving toward a model where more tasks are delegated to software agents. As that shift accelerates, the payments layer will also need to evolve. Traditional financial rails were not designed for high-frequency, low-value, machine-initiated transactions that may occur across services, applications, and borders in real time.

That is the gap Net Dollar is intended to address. Cloudflare says the stablecoin is meant to power use cases that emerge from the growing adoption of AI agents online, particularly where existing payment systems introduce too much friction. Instead of forcing agentic transactions to rely on conventional card networks or other legacy rails, the company appears to be proposing a more native internet payment instrument.

Cloudflare co-founder and CEO Matthew Prince framed this transition in terms of a broader economic redesign of the web. He said the internet will increasingly be shaped by pay-per-use models, fractional payments, and microtransactions. In his view, these mechanisms can shift incentives toward original and value-adding content rather than blunt monetization systems that are poorly aligned with how digital services are consumed.

Core Features: Dollar Backing, Instant Transfers, and Cross-Border Utility

Cloudflare said Net Dollar will be backed 1:1 by U.S. dollars. That structure is intended to provide price stability while making the token practical for transactional use. The company also indicated that the stablecoin is designed to make payments easier to execute, including across borders, which is an important requirement for internet-native services that operate globally by default.

Another major feature highlighted by Cloudflare is instant transaction processing. For AI agents, speed is not just a convenience but a functional necessity. If an agent is tasked with booking a flight, securing inventory the moment a product goes on sale, or responding to time-sensitive conditions in a marketplace, slow settlement can break the workflow. Cloudflare is positioning Net Dollar as infrastructure that can support such automated actions without introducing settlement bottlenecks.

The company’s description suggests that programmability is central to the design. In practice, that means an AI agent could be authorized to pay under certain rules, thresholds, or triggers, allowing financial actions to become embedded in autonomous internet workflows. This is a different model from user-driven checkout processes and aligns more closely with machine-to-machine commerce.

A New Business Model for the AI Internet

Cloudflare also argues that the rise of agent-powered interactions could create new revenue models for creators, developers, and AI companies. If agents can pay natively for access, usage, responses, content, or services, digital businesses may be able to monetize in much smaller increments and with greater precision than traditional subscription structures allow.

This is where concepts such as microtransactions and metered access become especially relevant. For creators, that could mean receiving small payments for valuable content interactions. For developers, it could enable direct monetization of APIs, compute resources, or specialized tools on a per-call or per-result basis. For AI companies, it opens the possibility of agents transacting continuously within a wider online ecosystem rather than operating inside closed platforms alone.

Cloudflare’s broader argument is that if AI agents become regular participants in internet activity, they will need payment tools that are as programmable and interoperable as the software systems they operate in. Net Dollar is being presented as one possible answer to that need.

The x402 Connection With Coinbase

The announcement also fits into Cloudflare’s recent work with Coinbase. The two companies previously partnered to launch the x402 Foundation, an initiative aimed at advancing adoption of the x402 protocol. That protocol is intended to let agents transfer value within the current internet environment, extending the web’s underlying request-response model into a framework that can support payments.

Practical applications mentioned in connection with x402 include automatic payment requests and tipping for content. The underlying idea is to remove some of the barriers associated with traditional payment systems, especially when the value being transferred is small, frequent, or initiated by software rather than humans clicking through checkout pages.

Seen in that context, Net Dollar is not an isolated product announcement. It appears to be part of a larger strategy to build the infrastructure layer for an internet where AI agents can discover services, negotiate access, and exchange value autonomously.

What Net Dollar Could Mean for the Market

The stablecoin market has long been associated with crypto trading, remittances, and onchain settlement. Cloudflare’s framing points to another direction: stablecoins as operational tools for machine-native commerce. If the company succeeds, Net Dollar could help push stablecoins further into real internet utility, especially in workflows where conventional payment systems are too slow, too expensive, or too cumbersome for autonomous software.

At the same time, the significance of the announcement lies less in the token itself than in who is making the move. Cloudflare is one of the internet’s most important infrastructure companies, and its entrance into the stablecoin conversation adds weight to the idea that payment functionality may become a native part of internet architecture rather than a separate financial layer bolted on afterward.

For now, Cloudflare has outlined the vision: a dollar-backed stablecoin for AI agents, capable of powering instant, programmable, and cross-border payments. If agentic computing continues to expand, the demand for such tools could grow rapidly. Net Dollar is Cloudflare’s early bid to become part of that foundation.
