Coinbase (Nasdaq: COIN) has launched an end-to-end token sales platform designed to provide a regulated, transparent framework for crypto projects to distribute tokens directly to retail investors. The first offering, featuring the Monad project, is scheduled from November 17 to 22, 2025.
Reopening Public Token Sales to US Retail Investors
For the first time since 2018, US retail investors can participate in public token sales through a compliant venue. Coinbase's platform abandons the traditional first-come, first-served model in favor of a “filling from the bottom” algorithm that prioritizes smaller requests and discourages whale concentration. Token allocation is determined after a one-week request window, and users who hold their tokens for longer periods may earn higher priority in future sales.
Strict Compliance Requirements for Issuers
Issuers must provide mandatory project disclosures, lock up team-held tokens for six months, and obtain Coinbase approval for any over-the-counter (OTC) or secondary-market transactions. Issuers pay a fee based on the USDC raised during the sale, while participation remains free for users. Coinbase plans to host roughly one token sale per month globally and will expand features such as limit orders and enhanced allocation for verified community members. Tokens launched through the platform will be added to Coinbase's listing roadmap, ensuring quick access to liquidity post-sale.
Impact and Outlook
The move marks a significant step in bringing regulatory clarity to token distribution. By integrating transparent pricing, equitable participation, and compliance-driven oversight, Coinbase aims to establish a global standard for decentralized token distribution. Market analysts believe the platform could attract high-quality projects seeking a compliant fundraising route while reducing speculative volatility during initial offerings. The platform accepts USDC only, requires KYC verification, and all funds are held in segregated custodial accounts under US securities regulations.
