Lummis said Republicans had already made concessions on 114 specific policy items during negotiations, including legal protections for DeFi developers and restrictions tied to government officials’ interests in crypto businesses. She also said President Donald Trump had agreed to tighter ethics provisions in the revised draft, a point she said surprised her. The Senate is scheduled to hold a procedural vote on Tuesday, and the bill will need at least 60 votes to move forward. Lummis said it remains unclear whether enough support is in place and described the current text as the best outcome that could be achieved, adding that she is no longer in a position to reopen another round of changes.

On Sept. 15, U.S. Republican Senator Cynthia Lummis said Democrats were still pressing for more changes to the CLARITY Act, even after Senate Republicans put out what she called the bill’s final compromise version over the weekend.

Lummis said, “Democrats want more. They always want more. If we wait another month, they will come back with even more demands.”
