The Ethereum Foundation issued a mission statement outlining CROPS principles (Censorship Resistance, Open Source, Privacy, Security) and a walkaway test goal. The idealistic document has drawn polarized reactions, with Vitalik stepping in to clarify.

On the evening of March 13, the Ethereum Foundation (EF) board released a mission statement called the "EF Mandate." Styled with stars, elves, and wizards, the document lays out a strict ideological framework. The EF positions itself as a guardian, not a ruler, with the ultimate goal of passing the "Walkaway Test"—meaning the Ethereum network should continue functioning perfectly even if the foundation dissolves tomorrow.

CROPS: Four Non-Negotiable Pillars

The core of the mandate is the CROPS acronym, appearing 32 times. It stands for: Censorship Resistance, Open Source & Free, Privacy, and Security. The EF calls these an indivisible whole, with no development priority allowed to override them. The foundation says it would rather move slowly than compromise these principles, because once abandoned, they are nearly impossible to restore.

Decremental Development: What EF Does and Doesn't Do

The EF is adopting a "subtractive development" philosophy: focusing only on mission-critical tasks no one else can or will do—core protocol upgrades, long-term research, and public good security. Once the community can take over a domain, the EF steps back. The foundation also published a long "don't" list: it is not a company, a kingmaker, a certification body, a product studio, a marketing firm, a boss, a government agency, a casino, or an opportunist.

Decision Algorithm: Prioritizing Decentralization

The mandate outlines how the EF chooses between competing paths. When selecting technical solutions, it picks the one that won't "create a choke point" later, even if it's slower now. Every proposal is evaluated for cascading effects across the entire ecosystem. User security is important, but the EF refuses to make decisions for users—no paternalistic restrictions. Instead, it offers verifiable filtering tools and transparent blacklists/whitelists, with privacy as the default for all components, including AI. Where intermediaries are unavoidable, the foundation demands low entry barriers plus viable intermediary-free alternatives.

Community Split: Idealism vs. Pragmatism

Within 24 hours, the document polarized the community. Critics include Eigen Labs researcher Kydo, who said the EF has reversed its previous pragmatic support for stablecoins, institutional entry, and RWA; the Forward Ind. chairman who tweeted "they build what they want, not what you want"; and Hazeflow founder Pavel Paramonov, calling it "just another pile of ideological nonsense." Supporters include Namefi founder Zainan Victor Zhou, who sees the mandate as a constraint on the EF specifically, not the whole ecosystem; and Columbia Business School professor Omid Malekan, who argues CROPS is exactly what makes Ethereum stand out in finance, offering genuine "access + verifiability + property rights."

Vitalik responded directly, calling the mandate "not surprising to many" and reflecting the EF's thinking over the past months. He reiterated that the EF is only a guardian, leaving everything else to the broader ecosystem. The document closes with a line from Dante's Inferno: "E quindi uscimmo a riveder le stelle" — "And so we came forth, and once again beheld the stars." The EF also created a "SOURCE SEPPUKU LICENSE" meme, stating: if the foundation fails its solemn promise to Ethereum, it should be left to suffer the consequences and self-destruct.
