In its new guide, the Ethereum Foundation’s Global Policy Strategy team points out that the digital systems underpinning modern economies—payments, identity, registries, and institutional record-keeping—still rely heavily on a small number of intermediaries. These centralized systems create obvious single points of failure: a cyberattack, regional outage, or natural disaster affecting the central operator can paralyze the entire system instantly. Users must trust these intermediaries and accept their rules, and intermediaries have the power to unilaterally remove participants or alter previously agreed terms. When an operator becomes untrustworthy or conflicts arise over whose rules apply, risks escalate. Recent cloud outages paralyzing government services, financial systems being weaponized across borders, and breaches of large identity providers are not isolated anomalies but the normal reality of centralized infrastructure.


Ethereum’s Core Advantages as Neutral Infrastructure
Ethereum has operated without interruption since its launch in 2015 and is secured by approximately $76 billion in staked ETH as of March 2026. Its network features a geographically distributed validator set, multiple independent client implementations, and a massive developer ecosystem. Unlike enterprise products controlled by a single company or a small group, Ethereum is an open, ownerless public network where the protocol itself enforces rules, free from human discretion or external pressure. This architecture makes it a more suitable candidate for trusted neutral digital public infrastructure. The guide emphasizes that for governments, choosing a truly decentralized network means no single controlling party needs to be trusted; the network itself ensures transparent rule execution.

Real-World Deployments and Governance Challenges
The guide lists several government-level deployments already in progress. Bhutan and Buenos Aires anchor their decentralized digital identity systems on Ethereum, giving users ownership and control over their identity data. India uses Ethereum technology to manage land records, combat fraud, and ensure immutability of public records. These practices demonstrate that governments and institutions are already exploring the value of decentralized infrastructure in the public sphere. At the same time, the guide identifies two urgent priorities: selecting neutral infrastructure that allows sovereignty while coordinating with other parties, and exploring how to govern such networks in ways distinct from existing regulatory models. A truly neutral network—without a controller that can be captured or coerced—requires a corresponding regulatory approach.
