Ethereum Targets End-2029 for Quantum-Safe Upgrade, Flags Key EIPs for Hegotá Fork

Ethereum has set a December 2029 target for making Layer 1 quantum-safe across the execution, consensus, and data layers, according to a priority list for the Hegotá upgrade released by the Ethereum Foundation’s protocol team and reported by The Block. Two proposals were placed in the top-tier “must ship” category. On the consensus side, FOCIL (EIP-7805) was marked as essential because it would require inclusion of public mempool transactions, a change aimed at improving censorship resistance. On the execution side, Frame Transactions (EIP-8141) received the same priority. The proposal would split a transaction into programmable “frames” covering validation, gas payment, and execution, laying groundwork for native account abstraction, custom signatures, and gas sponsorship while improving readiness for a post-quantum environment. The protocol team also said that starting with the “Glamsterdam” fork in the fourth quarter of 2026, subsequent forks would need to be completed at an average pace of about 7.2 months to reach a minimum viable post-quantum security milestone before the roughly 2030 “Q-day.”

Two EIPs were placed in the top-priority tier

On the consensus layer, FOCIL (EIP-7805) was classified as an S-tier proposal that must be included. The proposal is designed to strengthen censorship resistance by requiring the inclusion of transactions from the public mempool.

On the execution layer, Frame Transactions (EIP-8141) was given the same “must ship” status. It would break transactions into programmable “frames” for validation, gas payment, and execution. The structure is intended to support native account abstraction, custom signatures, and sponsored gas payments, while also improving preparedness for post-quantum security.

Fork cadence starts from Glamsterdam in Q4 2026

The protocol team said that beginning with the “Glamsterdam” fork in the fourth quarter of 2026, the network would need to complete subsequent forks at an average interval of about 7.2 months. That schedule is meant to ensure Ethereum reaches a minimum viable post-quantum security milestone before “Q-day,” which the team placed around 2030.
