Tom Lehman, co-founder of Ethereum Layer 2 network Facet, has renewed efforts to get EIP-8182 included in the upcoming Hegota upgrade. The proposal introduces a native privacy system at the protocol level for private ETH and ERC-20 transfers. Lehman released a detailed design on Friday, arguing that Ethereum faces a structural privacy problem where privacy pools struggle to gain enough users for effective anonymity, while users avoid pools lacking sufficient privacy guarantees—a chicken-and-egg dilemma.
EIP-8182: A Protocol-Managed Shared Shielded Pool
Under the proposal, Ethereum would deploy a shared shielded pool as a system contract with no admin key, proxy contract, or pause function. Lehman said the design follows a fork-managed structure similar to existing Ethereum protocol contracts, meaning changes can only happen through network upgrades. The proposal also adds a zero-knowledge proof verification precompile to the base layer, enabling clients to process private transaction proofs directly at the protocol level using a UTXO-style architecture and Groth16 BN254 proofs.
Unlike many existing privacy systems, EIP-8182 allows users to send funds to regular Ethereum addresses or ENS names. Hidden ownership identifiers stored in registries manage the private side of transfers without requiring users to create separate privacy-specific addresses.
Goal: A Single Shared Anonymity Set
Lehman argues that current Ethereum privacy pools are fragmented, with users spread across multiple pools, weakening anonymity for everyone. EIP-8182 aims to create a single shared anonymity set at the protocol level, colocating the note commitment tree, nullifier set, delivery-key registries, and authorization policy registry in one protocol-managed location. The proposal also supports atomic transaction flows: users can deposit assets into the shielded pool, interact with public smart contracts, and move assets back into private balances within the same sequence.
Lehman acknowledged the proposal does not fully solve Ethereum privacy. Complete transaction privacy still depends on encrypted mempools, network-layer protections, and wallet-level changes, which are outside EIP-8182's scope.
Expanding the Hegota Privacy Proposal Set
EIP-8182 joins other privacy infrastructure proposals under discussion for Hegota. EIP-8141 lets privacy pools pay withdrawal fees using withdrawn assets, while EIP-8250 introduces keyed nonces for shared-sender privacy systems. Combined with the previously added FOCIL censorship-resistance mechanism, Hegota is shaping up as a major upgrade for privacy and resistance.
Ethereum developers have increasingly discussed privacy as part of the long-term roadmap, driven by expectations of institutional adoption and tokenization growth. Reports indicate Ethereum Foundation leaders have identified compliant privacy systems and faster finality as key priorities for 2026. Vitalik Buterin earlier described FOCIL's inclusion as part of building a more "cypherpunk principled" Ethereum.
Balancing Privacy and Regulatory Compliance
Regulatory debates around privacy protocols also shape EIP-8182 discussions. Projects like Privacy Pools use zero-knowledge proofs to separate legitimate funds from illicit activity without exposing full transaction histories. Lehman's proposal suggests a shared protocol-level privacy layer could eventually help DeFi platforms and tokenized real-world asset systems balance transaction privacy with compliance requirements.
