The initiative aims to transform the sprawling constellation of L2 rollups—currently over 20 distinct networks—into a single, cohesive system, unlocking trapped liquidity and restoring seamless user experience.
The Fragmentation Problem: $40 Billion Locked in L2 Silos
Ethereum's scaling journey has produced dozens of independent L2 solutions, from optimistic rollups like Arbitrum and Optimism to zero-knowledge rollups such as zkSync and StarkNet. While each network processes transactions efficiently, they operate in isolation. According to the EEZ team, more than $40 billion in value is currently siloed across these networks, requiring users to rely on cross-chain bridges—which are notorious for security breaches, high fees, and slow finality. Gnosis co-founder Friederike Ernst stated at the announcement: “Ethereum doesn’t have a scaling problem; it has a fragmentation problem. Every new L2 is a silo that makes it harder to seamlessly extend and drive value back to the Ethereum mainnet. The EEZ is designed to do the opposite.”
How EEZ Works: Synchronous Composability via Real-Time ZK Proofs
The EEZ framework introduces synchronous composability across L2 rollups—meaning smart contracts on different chains can interact within a single atomic transaction, with the same security guarantees as Ethereum's mainnet. This is made possible by real-time zero-knowledge (ZK) proving technology, contributed by Zisk and Jordi Baylina (creator of the Circom ZK toolchain). The system uses ETH as the default gas token and requires no additional bridging infrastructure or new trust assumptions. When a user initiates a cross-L2 operation, the EEZ automatically verifies ZK proofs and settles the final state to Ethereum L1, ensuring instant finality and full composability.
Ecosystem and Governance
The EEZ is not a closed project but an open alliance. Founding contributors include Aave, Centrifuge, and the Swiss-registered EEZ Alliance. The Ethereum Foundation provides co-funding and technical coordination. Notably, GnosisDAO recently acquired the enterprise financial platform HQ.xyz for $15 million and rebranded it as Gnosis HQ, signaling its push to bridge DeFi with traditional corporate finance. The EEZ framework will first deploy on Gnosis Chain and select Zisk-supported L2 rollups, with a phased rollout to all EVM-compatible L2s planned for late 2026.
Implications for Ethereum's Roadmap

By eliminating the need for bridges and enabling atomic composability, the framework reduces user friction and security risks.
