Google Cloud recently unveiled the Google Cloud Universal Ledger (GCUL), a private, permissioned blockchain that some have labeled an “XRP killer.” However, industry experts are questioning whether a system controlled by a single entity can truly embody blockchain’s core values of decentralization and trustlessness.
Centralization vs. Decentralization: The Core Debate
Positioned for financial institutions, GCUL aims to manage the full lifecycle of digital assets through a partnership model. While some see Google’s technical prowess as an advantage, others argue that a single-entity-owned system cannot be considered a true blockchain. Yann Régis-Gianas, Head of Core Engineering at Nomadic Labs, asserts that GCUL functions more like a database due to its lack of decentralization. Shahaf Bar-Geffen, CEO of COTI, adds that a permissioned layer-1 managed solely by Google “diverges significantly from the ethos of public chains like Ethereum,” offering efficiency at the cost of trust minimization.
Luigi D’Onorio DeMeo, Chief Strategy Officer at Ava Labs, suggests that many enterprises will opt for stacks like Avalanche to launch their own L1 chains rather than building from scratch, despite GCUL’s promise of convenience.
Is GCUL ‘Credibly Neutral’?
A Google executive described GCUL as a “credibly neutral” platform at launch—a claim sharply contested. Bar-Geffen calls it “intriguing” but impractical, noting that Google’s control over node participation and data flows makes true neutrality difficult. Even with audits and standards, corporate interests could influence decisions, potentially leading to unilateral downtimes or chain rollbacks. Régis-Gianas views GCUL as an extension of Google’s “walled garden” strategy, which hinders blockchain’s composability and interoperability.
Fragmentation vs. Interoperability
GCUL claims to address digital finance fragmentation, but critics argue its closed ecosystem will deepen it. Bar-Geffen warns that a permissioned structure, combined with Google’s history, likely results in a siloed environment undermining Web3’s goal of global interoperability—where assets flow seamlessly across chains without gatekeepers. Although Google has plans to connect to the broader Web3 ecosystem for liquidity, experts remain skeptical about the feasibility under centralized governance.
In summary, while GCUL offers institutional-grade compliance and performance, its centralized nature clashes with the open, trustless ideals of blockchain. Whether it becomes a powerful tool for finance or just another enterprise walled garden remains to be seen.
