The Hong Kong Monetary Authority (HKMA) has inked a memorandum of understanding with the Shanghai Data Bureau and the National Technology Innovation Center for Blockchain (NTICBC) to deepen cooperation on digitized cargo trade and trade finance. The agreement formalizes joint research and deployment of digital technologies, including blockchain, across cargo trade and trade finance workflows.
Cross-Border Digital Infrastructure in Focus
Under the MoU, the three parties will study and develop a cross-border platform integrating digital cargo records with financial infrastructure. Key initiatives include exploring electronic bills of lading under the Project Ensemble framework and examining how to enhance trade finance facilitation via connections with the Commercial Data Interchange (CDI) and CargoX. Regulators aim to accelerate loan processing, improve transparency, and reduce operational risks for banks and companies engaged in cross-border commerce by linking cargo and trade data directly to financing channels.
Official Views on Shanghai-Hong Kong Data Synergy
HKMA Deputy Chief Executive Howard Lee described the signing as a milestone in Shanghai–Hong Kong financial innovation cooperation, adding that the initiative will explore digital infrastructure linking both cities while promoting trade finance digitalisation. Dr. Shao Jun, Director of the Shanghai Data Bureau, said the agreement reflects a broader push toward data-driven, innovation-led development. 'We remain committed to data-powered and innovation-driven development, striving to establish a secure, efficient, and open digital infrastructure,' he noted.

The collaboration signals a practical step toward integrating Mainland cargo and trade data with global financial systems through Hong Kong, potentially reshaping how cross-border trade finance is processed in the region.
