Hong Kong said it will use the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone as a core platform to facilitate the cross-border flow of innovation resources.

The government also said it will promote 6G network development and speed up the buildout of large-scale intelligent computing clusters. In addition, it will advance "soft connectivity" measures, including mutual recognition of professional qualifications, to make cross-border movement of factors more convenient.
