Hong Kong finance chief meets PBOC and top financial regulator in Beijing, outlines five-year plan

Hong Kong Financial Secretary Paul Chan met separately in Beijing with People’s Bank of China Governor Pan Gongsheng and Li Yunze, head of the National Financial Regulatory Administration, according to a Hong Kong government press release cited by Techub. The talks covered domestic and international economic and financial developments, financial regulation in mainland China and Hong Kong, and areas for deeper cooperation. Chan also briefed the two officials on the Hong Kong Special Administrative Region’s first five-year plan for economic and social development for 2026-2030, as well as the Chief Executive’s 2026 Policy Address. He highlighted the planning direction and targets tied to consolidating and strengthening Hong Kong’s role as an international financial center. Hong Kong Monetary Authority Chief Executive Eddie Yue and Securities and Futures Commission Chief Executive Officer Julia Leung were among those attending the meetings. Earlier the same day, Chan also met Finance Minister Lan Fo’an to report on arrangements for the APEC Finance Ministers’ Meeting and exchange views on economic and financial development in mainland China and Hong Kong. Secretary for Financial Services and the Treasury Christopher Hui joined that meeting. Chan and Hui are scheduled to return to Hong Kong on the afternoon of Sept. 22.

The two sides discussed domestic and international economic and financial developments, financial regulation in mainland China and Hong Kong, and ways to deepen cooperation. Chan also gave a brief introduction to the Hong Kong Special Administrative Region’s first five-year plan for economic and social development for 2026-2030 and the Chief Executive’s 2026 Policy Address, with a focus on the direction and targets for consolidating and strengthening Hong Kong’s position as an international financial center.

Those attending the meetings included Hong Kong Monetary Authority Chief Executive Eddie Yue and Securities and Futures Commission Chief Executive Officer Julia Leung.

Earlier the same morning, Chan also met Finance Minister Lan Fo’an. He reported on arrangements for the APEC Finance Ministers’ Meeting, and the two sides exchanged views on economic and financial development in mainland China and Hong Kong. Secretary for Financial Services and the Treasury Christopher Hui attended that meeting.

According to the release, Chan and Hui will conclude the visit and return to Hong Kong on the afternoon of Sept. 22.
