Charles Hoskinson, founder of Cardano, has issued a stark warning about the proposed CLARITY Act in the United States. In an interview with Crypto.com, he argued that such legislation might not benefit the broader industry as intended, but instead erect barriers for emerging projects. According to Hoskinson, rules like the CLARITY Act could reduce competition by making it difficult for smaller or newer ventures to compete effectively.
Fairness or a Play for Incumbents?
Hoskinson highlighted that major tokens like Ethereum, XRP, and ADA risk being classified as securities under these regulations, a point often overlooked. He believes vague regulations and legal gray areas have been crucial to crypto's rise—policymakers who delayed concrete laws may have inadvertently given early movers a lasting edge, making it tough for the next wave to breakthrough. He remarked: “If we always defend ourselves with ‘this isn’t the perfect law, but let’s pass it anyway’—as some leading figures do—we end up playing into the hands of those with strategic interests.”
Rushed Rules Could Kill Next-Gen Innovation
Hoskinson strongly cautioned against hasty legislation. Once enacted, the rigid framework of the CLARITY Act would be nearly impossible to reverse, effectively closing doors for innovative crypto projects. “If you pass this law, there is no going back to make changes. Strict regulations could stifle the next generation of projects,” he said. He also pointed out that lobbying efforts in crypto often aim to consolidate market positions of certain actors, even at the expense of newcomers.
Ripple and XRP in the Spotlight
Hoskinson has not held back from criticizing Ripple executives and the XRP community recently. He noted that XRP holders lack legal rights over Ripple's vast asset reserves and that the company's control over the majority of XRP supply creates a centralization risk. Yet he also described XRP as a “sleeping giant” with unrealized potential in decentralized finance. The revived debate around the CLARITY Act raises fresh questions about how regulation could shift power dynamics within crypto—many fear established projects will gain more influence, making it even harder for innovators to get a foothold.
