Hunter Biden, the son of former US President Joe Biden, has signaled plans to launch a memecoin called LAPTOP, according to a post on X and a Wall Street Journal report cited by Cointelegraph. The token is set for a Wednesday launch, with a total supply of 1 billion. The report said 20% of that supply would be distributed to Biden’s Substack subscribers, members of a mailing list and investors in President Donald Trump’s memecoin, Official Trump (TRUMP). Cointelegraph said TRUMP has fallen about 97% from its all-time high reached in January 2025. The token’s branding draws on the long-running controversy around Hunter Biden’s laptop, which was widely scrutinized ahead of the 2020 US election. The report also said the LAPTOP founders would hold 30% of the supply and may burn as much as 30% depending on several events, including a Democratic victory in the 2028 presidential election, Bitcoin reaching a new all-time high and LAPTOP’s fully diluted valuation surpassing TRUMP’s. According to The Wall Street Journal, 20% of the token’s 1 billion supply will be distributed to Substack subscribers, mailing list members and TRUMP investors. Cointelegraph said TRUMP has dropped about 97% from the all-time high it reached in January 2025.

Laptop controversy sits at the center of the token’s branding

The name references Hunter Biden’s laptop, whose existence and contents drew heavy attention before the 2020 election, when his father was running against Trump. The laptop has continued to be cited by many right-wing media figures and has also been tied to two privacy-law lawsuits filed by Biden.

Since Joe Biden left office in January 2025, Hunter Biden has become more outspoken on crypto and blockchain. His comments have focused in particular on the Trump family’s involvement in the industry through World Liberty Financial.

In August, he described World Liberty as "corruption at a scale we’ve never seen," compared its business practices with those of the defunct crypto exchange FTX and pointed to ties with foreign governments such as the UAE. In June, he also said that "decentralized digital currency and the blockchain are the inevitable future."

Founders would reportedly control 30% of supply

The report said LAPTOP’s founders will hold 30% of the token supply. They may also burn as much as 30% of the memecoins depending on how several events play out. Those conditions include a Democrat winning the presidency in 2028, Bitcoin (BTC) reaching a new all-time high and LAPTOP’s fully diluted valuation moving above TRUMP’s.

Launch would come ahead of CLARITY Act vote

If LAPTOP launches as planned, the memecoin could draw more attention to Trump’s crypto businesses while lawmakers consider a broader market structure bill for digital assets. The Digital Asset Market Clarity Act, known as the CLARITY Act, is scheduled for a Senate cloture vote on Sept. 15.

Cointelegraph said it reached out to the White House for comment and did not immediately receive a response.
