Iran’s official news agency released the main framework of a memorandum of understanding between Iran and the United States on ending the war. Odaily reported, citing Iran’s official Islamic Republic News Agency, that the main framework of an agreement text for a memorandum of understanding between Iran and the United States on ending the war has been released. The framework contains seven items and covers the nuclear issue, arrangements for the Strait of Hormuz, an end to fighting on all fronts, frozen Iranian assets, war compensation, sanctions relief and the negotiation schedule for a final agreement. Nuclear Issue Left Unchanged in the Current Memorandum

The first item states that the nuclear issue remains unchanged. The current memorandum does not include any agreement related to the nuclear issue, and Iran will not make new commitments under it. The text also says nuclear negotiations will take place within 60 days after the agreement is signed. In the framework as published, the nuclear track is listed separately from the arrangements aimed at ending the war.

Strait of Hormuz Management Not Transferred

The second item concerns the Strait of Hormuz. According to the framework, management of the strait will not be transferred, and the United States will not be given a role. Iran will not make any commitment to transfer management rights over the Strait of Hormuz. Future management arrangements for the strait will be handled as a regional matter, to be resolved by Iran and Oman through dialogue and joint decision-making.

The third item calls for a complete end to the war on all fronts, including Lebanon. The fourth item addresses assets, stating that Iran’s frozen assets should be unfrozen through a clear mechanism. The fifth item says war compensation has been placed on the agenda. These points respectively cover the termination of fighting, the release of funds and discussions related to compensation.

The sixth item says details on lifting primary and secondary sanctions will be left for discussion in the final agreement. The seventh item refers to the three topics of the final agreement and the 60-day negotiation period. As released by IRNA, the framework separates the current memorandum from the later final agreement: some matters are included in the main framework for ending the war, while sanctions details and related negotiation arrangements are left to the final agreement stage.
