Maharashtra, India’s richest state, is drafting a policy to tokenize part of its electricity transmission infrastructure and use the proceeds to build new transmission lines and energy storage facilities, according to CoinDesk. Separately, the state’s chief minister in July directed officials to draft the DELTA Act, a dedicated blockchain real estate tokenization bill. If passed, it would make Maharashtra the first Indian state with such legislation, though the bill remains in draft form.

Pardeshi also cited the tokenized REIT example tied to Mumbai’s Express Towers commercial real estate. He described the structure as a "win-win" for both the original asset owners and investors holding the tokens.

He added that tokenization should not be treated as privatization of state assets, but as a way to let more citizens participate in building public assets.

DELTA Act remains at the drafting stage

Separately, the state’s chief minister in July directed officials to draft the DELTA Act, a dedicated law for blockchain-based real estate tokenization. If enacted, Maharashtra would become the first state in India to pass legislation of this kind. The bill is still being drafted.
