Global crypto heavyweights OKX Ventures and HashKey Capital have announced a strategic investment in Vietnam's Prosperity Crypto Asset Exchange (CAEX), a platform deeply integrated with the VPBank ecosystem. The move marks the first major step in a government-led plan to repatriate billions of dollars in offshore crypto trading under local regulatory oversight.
$380 Million Charter Capital: One of the Highest Entry Bars Globally
Under Resolution 05/2025, Vietnam's official government pilot program requires exchanges to hold 10 trillion Vietnamese dong (approximately $380 million) in charter capital. This threshold dwarfs requirements in financial hubs like Singapore, effectively locking out most startups. CAEX, through partnerships with VPBank Securities and LynkiD, became one of the first candidates to meet this bar. The backing from OKX Ventures not only injects capital but also helps the platform achieve Level 4 information security standards to comply with anti-money laundering (AML) regulations.
Five Licenses for a Five-Year Pilot: A Walled Garden for Digital Assets
Vietnam's new Digital Technology Industry Law, effective January 2026, legally recognizes crypto assets for the first time. However, the government plans to issue only five operating licenses during the five-year pilot period. CAEX's bank-backed model aligns with the government's priority on safety over speed. All trading must be conducted in Vietnamese dong, and new token issuances are limited to foreign investors. Officials have hinted that once licensed exchanges go live, access to offshore platforms may be blocked—pushing 21 million crypto-holding Vietnamese adults to migrate their assets into regulated venues.
From FATF Grey List to Structured Market: Southeast Asia's Compliance Blueprint
Since being placed on the FATF grey list in 2023 for weak money laundering controls, Hanoi has tightened oversight. OKX's investment in CAEX directly addresses these deficiencies. The partnership signals a shift in Southeast Asia's digital asset landscape from retail speculation toward a structured, regulator-driven market. If successful, CAEX could become the primary gateway for institutional capital entering Vietnam. While the $380 million barrier keeps small startups out, it ensures that the remaining players are "too big to fail."
