OpenAI officially welcomed Singapore to its 'Education for Countries' initiative at the Education World Forum in London, while releasing first-phase results from the original eight partner nations. With 900 million people using ChatGPT weekly and 4 million using Codex, most education systems remain on the sidelines. OpenAI calls this gap 'capability overhang' and launched the program in Davos this January to address it.
Eight Nations Show AI Education Metrics: Jordan Leads with Over 1 Million Users
The initial cohort includes Estonia, Greece, Italy CRUI (conference of university rectors), Slovakia, Trinidad and Tobago, Kazakhstan, UAE, and Jordan. Standout data points include:
- Jordan: Over 1 million students and 100,000 teachers have activated AI teaching assistant 'Siraj', led by the National Committee for Future Technology — the largest deployment in the program.
- Kazakhstan: ChatGPT Edu rolled out across 20 administrative regions; 84,000 teachers completed AI readiness training, with 90% reporting it helped their work. In the first month, 44,000 active teachers sent 1.5 million prompts.
- Slovakia: University surveys show over 90% of teachers reported productivity gains, saving an average of 5 hours per week. The education ministry used Workspace Agents to draft teacher professional standard revisions, compressing months of work into hours.
- Estonia: ChatGPT Edu covers over 20,000 students and 4,600 teachers. OpenAI is collaborating with the University of Tartu and Stanford to track learning outcomes for 20,000 students. A Codex hackathon hosted by the presidential office drew 150+ participants.
- Greece: An AI startup accelerator selected 21 native AI startups from 240 applications, aiming to retain talent and convert national ambition into new companies.

Singapore Entry and 'Luminaries' Teacher Program
Singapore's education system ranks among the world's best, and its younger generation are heavy AI users: 43% of ChatGPT usage among 18–24 year-olds is directly related to learning and education. OpenAI will work with Singapore's Ministry of Education (MOE) and GovTech to support personalized learning scenarios, such as interactive mother tongue language lessons. The company will also establish a Singapore-specific OpenAI Academy branch and host a 'Codex for Teachers' hackathon, ensuring teacher-led, responsible AI adoption.
OpenAI previewed its upcoming 'Luminaries' program, a teacher-centric co-creation mechanism focusing on classroom resource development and cross-border teacher knowledge sharing. The next batch of country partners is being selected, with an announcement expected by 2026.
