Stablecoin issuer Paxos has officially submitted an application to the U.S. Office of the Comptroller of the Currency (OCC) to obtain a national trust bank charter. The move is designed to strengthen its regulatory compliance framework and deepen integration with the traditional financial system.
Accelerating Crypto Compliance Trend
Paxos’s filing is not an isolated case. Earlier, major crypto industry players such as Circle and Ripple have also initiated similar bank charter applications. Industry analysts note that an increasing number of crypto firms are seeking formal bank status to operate within a regulated framework, bridging the gap between digital assets and traditional finance.
Strategic Value of the Charter
If approved, Paxos would be able to offer comprehensive financial services — including custody, payments, and stablecoin issuance — as a nationally chartered trust bank. This would not only boost user trust but also pave the way for expanding institutional client relationships. Paxos’s CEO stated, “Obtaining a bank charter is a key milestone in our long-term strategy, as we aim to drive innovation in a fully compliant environment.”
Regulatory Dynamics and Market Reaction
Recent regulatory attitudes toward the crypto industry have been mixed. On one hand, the OCC has shown some openness in granting trust charters; on the other, hawkish regulators like Senator Elizabeth Warren have repeatedly criticized the OCC for issuing licenses to crypto firms, citing potential systemic risks. Paxos’s application is expected to reignite the debate over the boundaries of crypto banking regulation.
In the secondary market, tokens associated with Circle (USDC issuer) and XRP saw modest gains following the news, reflecting market optimism about compliance progress. However, since the application process is still in its early stages, the final outcome remains uncertain.
