Why the listed times can differ from the defaults
Both default times in the handbook carry the wording “unless stated otherwise.” That leaves room for the fixture list to place matches at different times even though 15:00 and 19:45 are the base settings.
Rule L.1 also gives the Board the power to alter a match date or kick-off time after the initial schedule has been set, once the clubs involved have been consulted. That is why one season can contain afternoon, early evening and night kick-offs.
