The modernization of cross-border settlement systems reached a new milestone on March 25, 2026, as Ripple joined the Monetary Authority of Singapore's (MAS) BLOOM program, integrating the XRP Ledger (XRPL) infrastructure and Ripple USD (RLUSD) stablecoin into a programmable settlement model to accelerate institutional adoption of tokenized payments and programmable finance.
Ripple Joins MAS BLOOM: Focus on Tokenized Settlement and Conditional Payments
The BLOOM program, introduced by MAS in October 2025, is a continuation of Project Orchid, which explored the digitalization of the Singapore dollar. The initiative aims to promote the widespread use of tokenized commercial bank money and compliant stablecoins across G10 and Asian currencies, covering domestic and cross-border payments, trade finance, corporate treasury management, and agency transactions. Ripple's inclusion places it among the first wave of participants, alongside Anchorage Digital, Ant International, Circle, Coinbase, DBS, J.P. Morgan, Kasikorn Bank, OCBC, Partior, Schroders, Standard Chartered, Straitsx, Stripe, Temasek, UOB, and Xweave, all of which are exploring pilot programs on public blockchains.
According to Ripple's official announcement, the collaboration will begin with a pilot project alongside supply chain finance company Unloq, focusing on executing trade settlements through integrated workflows and conditional payment triggers. Ripple explained: "The solution leverages Ripple's institutional-grade infrastructure—the XRP Ledger (XRPL)—and Ripple USD (RLUSD), a trusted enterprise-grade stablecoin designed for enterprise use cases." Unloq's SC+ platform underpins this framework by consolidating trade obligations, settlement logic, and financing processes into a unified execution layer built on blockchain infrastructure. The system automatically releases payments upon fulfillment of contractual conditions while maintaining interoperability with existing financial processes.
Programmable Payments and Expansion of Blockchain Infrastructure
Fiona Murray, Managing Director for Ripple’s Asia Pacific region, said: "Singapore continues to lead globally in providing the regulatory clarity necessary for the digital asset space to flourish." She further noted: "The SC+ solution built on the XRP Ledger, as Unloq’s smart contract-driven trade finance platform, leverages RLUSD to automatically trigger payment the instant goods are verified. This partnership combines Unloq’s supply chain expertise with Ripple’s secure technology to make global trade faster and more transparent."
Through the BLOOM program, MAS will coordinate industry collaboration on distribution and clearing of settlement assets, standardized compliance automation, and AI-driven payment execution within predefined parameters. Ripple's participation provides its XRPL and RLUSD with broader institutional adoption opportunities within a regulated financial framework. Letitia Chau, President and Chief Risk Officer of Unloq, emphasized: "The BLOOM project is a significant step toward modernizing trade finance infrastructure in a controlled and regulated environment."
Implications for XRP Ecosystem and Institutional Adoption
This collaboration marks Ripple's latest progress in the regulated finance space. Earlier, Ripple unveiled an institutional-focused XRPL strategy, reshaping capital allocation mechanisms on the XRP Ledger to accelerate the expansion of regulated financial services, while also launching a fintech builder program and expanding institutional support. With MAS's regulatory oversight, the BLOOM program is expected to accelerate large institutions' adoption of scalable blockchain technology, delivering more efficient and transparent solutions for global trade settlement.
