Ripple is advancing its XRP-based settlement ambitions by integrating the XRP Ledger (XRPL) and the Ripple USD (RLUSD) stablecoin into the Monetary Authority of Singapore's (MAS) BLOOM program, accelerating institutional adoption of tokenized payments and programmable finance in global trade and cross-border systems.
Ripple Joins Singapore Central Bank's BLOOM Initiative
On March 25, 2026, Ripple announced its participation in the MAS-led BLOOM project, focusing on incorporating XRPL infrastructure and the RLUSD stablecoin into programmable settlement models. The collaboration involves a pilot project with supply chain finance company Unloq, targeting trade settlement execution through integrated workflows and conditional payment triggers.
Ripple explained: "The solution leverages Ripple's institutional-grade infrastructure, the XRP Ledger (XRPL), and Ripple USD (RLUSD) — a trusted, enterprise-grade stablecoin designed for corporate use cases."
Fiona Murray, Managing Director of Ripple for Asia-Pacific, stated: "Singapore continues to take a global leadership role by providing the regulatory clarity necessary for the digital asset space to thrive."
The MAS detailed BLOOM in October 2025 as a continuation of Project Orchid, which explored a digital Singapore dollar and its supporting infrastructure. The initiative aims to expand the use of tokenized commercial bank money and compliant stablecoins in G10 and Asian currencies, covering domestic and international payments, trade finance, corporate treasury, and agency transactions.
Programmable Payments and Blockchain Infrastructure Expand Reach
Through the program, the MAS coordinates industry efforts in distribution and settlement of settlement assets, standardized compliance automation, and AI-driven payment execution within predefined parameters. Initial participants include Anchorage Digital, Ant International, Circle, Coinbase, DBS, J.P. Morgan, Kasikorn Bank, OCBC, Partior, Schroders, Standard Chartered, Straitsx, Stripe, Temasek, UOB, and Xweave, along with entities exploring public blockchain-based testing.
Unloq's SC+ platform underpins the framework by combining trade obligations, settlement logic, and financing processes into a unified execution layer operating on blockchain infrastructure. The system automates payment release upon fulfillment of contractual conditions while maintaining interoperability with existing financial processes. Murray noted: "Built on the XRP Ledger, the SC+ solution, Unloq's smart contract-driven trade finance platform, uses RLUSD to automatically trigger payments the moment shipment is verified."
"This partnership combines Unloq's supply chain expertise with Ripple's secure technology to make global trade faster and more transparent," the Ripple executive added.
The collaboration with the Singapore central bank initiative positions the pilot in a regulated environment, aiming to test scalable infrastructure for future financial networks. Letitia Chau, President and Chief Risk Officer of Unloq, highlighted: "BLOOM represents an important step toward modernizing trade finance infrastructure in a controlled, regulated environment."
Ripple Launches Institutional XRPL Strategy to Boost Tokenization and Regulated Finance
Ripple is reshaping XRP Ledger funding to accelerate the expansion of regulated finance, launching a FinTech Builder Program and expanding institutional support. This strategy further solidifies Ripple's leading position in institutional blockchain settlement.
By joining BLOOM, Ripple not only validates the real-world viability of XRPL and RLUSD in trade scenarios but also sets a benchmark for central banks and financial institutions seeking compliant adoption of tokenized assets. As the MAS continues to lead Asian financial innovation, Ripple's technology is poised to become a core component of next-generation cross-border payment infrastructure.
