Japan's Financial Services Agency (FSA) has greenlit Ripple's USD-backed stablecoin RLUSD for domestic circulation — the first time the country has issued such a permit for a foreign-currency stablecoin. The move marks a regulatory breakthrough for Ripple in one of Asia's most tightly controlled crypto markets.
Japan Opens the Door: RLUSD Clears the Strictest Hurdle
RLUSD is a fiat-backed stablecoin pegged 1:1 to the U.S. dollar. After a thorough compliance review, the FSA ruled that RLUSD meets Japan's Payment Services Act requirements for issuance and custody. Japanese individuals and institutions can now use RLUSD legally for payments, remittances, and settlements through regulated channels.
Japan had previously approved only a few domestic stablecoins under its strict licensing regime. RLUSD's entry is widely seen as a shift in the regulator's stance toward foreign-currency stablecoins. Longtime Ripple strategic partner SBI Holdings played a central role in pushing the approval — the same group recently agreed to acquire Japanese crypto exchange Bitbank for $289 million, consolidating its payment and digital asset infrastructure.
Thailand's Stablecoin Push: Ripple as a Policy Stakeholder
Beyond Japan, Ripple is deeply involved in Thailand's central bank digital currency (CBDC) agenda. The Bank of Thailand aims to launch a baht-backed stablecoin by 2027. While no technology contract has been confirmed, Ripple has submitted comments on the central bank's 2021 CBDC discussion paper, stressing the need for cross-border interoperability. It proposed a two-tier CBDC model where the central bank issues the currency and licensed financial institutions handle distribution.
Ripple also introduced its CBDC platform built on XRP Ledger, promising faster settlements, lower operating costs, better scalability, and higher energy efficiency. Ongoing dialogues between Ripple and Thai officials, including joint policy events with TRM Labs, indicate deepening engagement.
Asia's Payment Upgrade: Building a Regulated Stablecoin Network
Ripple's Asian footprint spans South Korea, Singapore, Hong Kong, the Philippines, and Vietnam, with partnerships across banks, payment providers, and financial institutions. These markets' openness to CBDCs, tokenized assets, and blockchain-based payments continues to feed Ripple's growing ecosystem.
SBI Holdings' acquisition of Bitbank creates a full-stack channel from stablecoin issuance to exchange listing. With RLUSD approved, Japanese users can deposit and withdraw the stablecoin on regulated platforms like Bitbank, streamlining fund flows between fiat and crypto markets.
From a global perspective, Asia is becoming Ripple's fastest-growing region. The Japanese green light, combined with Thailand's policy engagement, gives Ripple a dual advantage in both stablecoin and CBDC verticals. As more Asian countries refine their digital asset legislation, Ripple's close ties with regulators may translate into tangible user growth and market share gains.
