Ripple has expanded its USD-backed stablecoin RLUSD into Turkey through partnerships with local exchanges BiLira, Bitexen and Bitlo, granting institutional access in one of the world's most active crypto markets.
Turkey processes nearly $200 billion in annual cryptocurrency transaction volume, making it the largest digital asset market in the Middle East and North Africa. Ripple noted the market is nearly four times larger than regional peers, positioned as a gateway between Europe, the Middle East and Asia.
Turkey: A $200B Crypto Hub
Years of currency volatility and inflation have driven strong demand for dollar exposure among Turkish households and businesses. Stablecoins have become a primary tool for accessing digital dollars. RLUSD, described as an enterprise-grade product for payments, collateral and tokenization, fits this demand naturally.
Turkey's Capital Markets Board implemented a licensing framework in 2024, moving the market beyond speculative retail and creating clearer legal grounds for institutional participants. Regulatory certainty has become a key asset in the stablecoin business, giving compliant issuers an edge with banks, asset managers and payment firms.
RLUSD Hits $1.7B Market Cap
Launched in late 2024, RLUSD has grown to approximately $1.7 billion in market capitalization, ranking among the fastest-growing regulated stablecoins. Ripple's strategy differs from focusing purely on retail trading; they have consistently positioned RLUSD as institutional financial infrastructure rather than a mere exchange trading pair.
This reflects a broader shift in the stablecoin sector: issuers are moving from crypto trading tools to financial plumbing. Payment providers test stablecoins for remittances, asset managers explore tokenized funds, banks evaluate digital settlement assets — stablecoins are embedding into traditional finance workflows.
Regulatory Shift Draws Institutions
Ripple's announcement coincides with Turkey's regulatory transformation. The licensing regime helps move beyond retail speculation and provides a clear framework for institutional engagement. Stablecoin issuers that demonstrate compliance and transparency are likely to gain advantages as banks and payment companies explore blockchain-based products.
The stablecoin race has entered a new phase. While USDT dominates by market cap and USDC leads among regulated issuers, newcomers differentiate through compliance, institutional relationships and integration with existing financial networks. Ripple chose Turkey as a testing ground because it combines high adoption, massive volume, regulatory clarity and dollar demand — few jurisdictions offer all four simultaneously.
Academic Partnership with Istanbul Technical University
Ripple also announced a partnership with Istanbul Technical University under its University Blockchain Research Initiative, funded via RLUSD. The initiative supports blockchain research, graduate fellowships and deployment of an XRP Ledger validator on campus. This highlights Ripple's strategy of cultivating developer communities and academic infrastructure beyond exchange distribution, building a broader ecosystem around RLUSD and XRP Ledger.
Success for RLUSD in Turkey will not be measured by exchange listings or market cap alone. The real metric is whether it becomes embedded in financial workflows — payments, treasury management, collateral or tokenized assets. Given Turkey's unique combination of attributes, it offers a prime test case for Ripple's ambition to make RLUSD a global financial infrastructure asset.
