Ripple’s stablecoin RLUSD is gaining stronger institutional traction after its latest independent attestation confirmed full reserve backing and compliance with key New York regulatory standards. The update, highlighted by Jack McDonald, Ripple’s senior vice president of stablecoins and CEO of Standard Custody & Trust Co., points to a combination of verified reserves, expanding market access, and growing institutional engagement as the main drivers behind RLUSD’s recent momentum.
Independent attestation reinforces reserve transparency
According to McDonald’s Jan. 28 post on X, the monthly independent attestation for December 2025 is now public. The review was conducted by accounting firm Bpm and focused on whether RLUSD’s reserve framework complied with item 3(a) of the New York State Department of Financial Services’ June 8, 2022 industry guidance on the issuance of U.S. dollar-backed stablecoins.
That DFS guidance has become an important benchmark for stablecoin issuers seeking credibility in regulated and institutional markets. It sets expectations around reserve composition, segregation of assets, redemption rights, and the requirement that the market value of reserves must be equal to or greater than the value of all outstanding stablecoins.
In its Independent Accountants’ Report, Bpm stated that it examined management’s assertion in the RLUSD Reserves Report regarding compliance with the DFS standard. The firm said the examination was conducted in accordance with AICPA attestation standards, while also clarifying that the engagement did not amount to a legal determination of compliance. Even with that limitation, the result was favorable: Bpm concluded that management’s assertion was fairly stated, in all material respects, as of the report dates.
Report confirms reserves cover RLUSD in circulation
The most important takeaway for the market is the reserve sufficiency finding. The attestation confirmed that the market value of RLUSD reserves was equal to or greater than the nominal value of all RLUSD outstanding at the report dates. For institutional users, this is a central point. In a sector where trust often depends on the quality and verifiability of backing assets, explicit confirmation that reserves fully cover circulating supply is one of the strongest signals a stablecoin can provide.
The report also outlined the composition of those reserves. RLUSD is backed by U.S. dollar-denominated assets, including insured bank deposits, government money-market funds, and short-term U.S. Treasury bills. These assets are segregated for the benefit of RLUSD holders, an important structural feature because it helps distinguish customer-related reserves from general corporate assets and supports clearer redemption assurances.
That reserve mix is notable because it reflects a conservative and liquid approach. Cash-like instruments and short-duration government securities are widely viewed as more appropriate backing assets for a dollar-pegged stablecoin than longer-duration or riskier holdings. In practice, this kind of reserve structure helps support both redemption confidence and smoother functioning across trading venues.
Why the attestation matters for institutional adoption
Independent reserve reporting has increasingly become a core layer of infrastructure for stablecoins that want to serve institutional clients, not just crypto-native traders. Institutions generally require more than market narratives or issuer statements; they look for recurring third-party verification, transparent reserve disclosures, and evidence that a product aligns with recognized regulatory frameworks.
That is where the RLUSD update carries weight. By tying its reserve reporting to a DFS-aligned framework and having the process examined by an established accounting firm, RLUSD is positioning itself as a stablecoin built not only for exchange activity but also for broader participation across regulated financial environments.
McDonald’s comments framed the development in exactly that way. He pointed to growing adoption, expanding market access, and rising institutional engagement as signs that RLUSD is moving beyond early-stage distribution and into a deeper phase of market integration. While the announcement did not provide new issuance totals or market share figures, the messaging suggests that Ripple sees verified transparency as a differentiator as competition among dollar-backed stablecoins intensifies.
Liquidity venues are becoming part of the story
Another major theme in the update is RLUSD’s expanding reach across liquidity venues. The report noted that the stablecoin is extending its presence across crypto exchanges, decentralized finance protocols, and traditional trading venues. That matters because the utility of a stablecoin is not determined only by its reserve backing, but also by how broadly and reliably it can be accessed, traded, and redeemed.
As liquidity venues multiply, a stablecoin becomes more useful for payments, collateral, trading settlement, treasury movement, and on-chain financial applications. Wider distribution can also improve depth and resilience, especially when a token is actively used in different market segments rather than concentrated in a single exchange ecosystem.
For institutions, this combination of liquidity access and verified reserve management is especially important. Strong reserves may reduce perceived credit and redemption risk, while broader venue support can lower operational friction and improve execution flexibility. Together, those factors can make a stablecoin more viable for professional trading desks, treasury operations, and cross-market settlement use cases.
Regulatory alignment remains central to trust
RLUSD’s latest attestation also underscores a broader market reality: regulatory alignment is becoming a competitive advantage in the stablecoin sector. As policymakers and market participants focus more closely on reserve quality, disclosure standards, and redemption mechanisms, stablecoins that can demonstrate consistent compliance with recognized guidance are likely to stand out.
The DFS framework referenced in the report is particularly influential because it addresses core investor protection issues. By emphasizing reserve adequacy, asset segregation, and redemption rights, the guidance speaks directly to the concerns that have historically shaped confidence in dollar-backed digital assets. RLUSD’s alignment with these standards gives the token a stronger foundation when engaging with counterparties that prioritize governance and risk controls.
Just as importantly, periodic attestation creates an ongoing accountability cycle. Trust in stablecoins is not built through a single announcement; it is built through repeatable reporting that allows the market to evaluate whether an issuer continues to meet its stated standards over time. In that sense, monthly reserve attestations do more than validate a balance sheet snapshot. They help establish a pattern of discipline, transparency, and operational reliability.
What the latest update signals for RLUSD
Based on the information released, RLUSD appears to be strengthening its position through a mix of verified reserves, conservative backing assets, transparent reporting, and expanding market access. The attestation does not by itself guarantee future growth, nor does it resolve every question around the long-term competitive landscape for stablecoins. But it does provide a concrete, independently reviewed data point that supports Ripple’s message of rising trust and broader adoption.
For the market, the significance lies in what this combination represents. Stablecoins are increasingly expected to operate with standards closer to those of mainstream financial products, especially when they target institutional usage. RLUSD’s latest attestation suggests that Ripple is leaning into that model by emphasizing auditability, reserve quality, and compatibility with regulatory expectations.
As RLUSD continues to expand across exchanges, DeFi systems, and traditional trading channels, the strength of its reserve reporting will likely remain a central factor in how investors, counterparties, and platforms assess its credibility. In a market where confidence is often built on proof rather than promises, the latest attestation gives RLUSD a stronger foundation for its next stage of growth.
