The examination was carried out by accounting firm Bpm. Its work focused on management’s assertion in the RLUSD Reserves Report that Standard Custody & Trust Company, LLC complied with item 3(a) of the New York State Department of Financial Services (NYDFS) industry letter dated June 8, 2022. That guidance lays out core expectations for issuers of U.S. dollar-backed stablecoins, including the composition of reserves, segregation of assets, redemption protections, and the principle that reserve market value must be equal to or greater than the value of outstanding tokens.

In its report, Bpm stated that the examination was conducted in accordance with AICPA attestation standards. The firm also clarified the limits of its work, noting that the examination did not constitute a legal determination on compliance. Even so, the opinion was favorable: Bpm said management’s assertion that the company complied with the DFS requirements as of the report dates was fairly stated, in all material respects.

The most important takeaway for market participants is the confirmation that the market value of RLUSD reserves was equal to or greater than the nominal value of all RLUSD outstanding as of the report dates.
