Russia is set to tighten rules on retail digital-asset activity starting July 1, 2027, according to a post by Bitcoin News on X. Under the reported framework, individuals would be required to conduct peer-to-peer digital asset trades through licensed brokers or registered exchanges, rather than outside approved channels. The measures would also restrict transfers from regulated digital asset accounts to personal non-custodial wallets. The post said non-qualified investors would need to pass a knowledge test before participating. It also set a cap on annual digital asset purchases for such investors at 300,000 rubles per intermediary institution. That means the limit applies through each broker or exchange, based on the wording in the report. The reported rules would leave in place Russia’s existing ban on using Bitcoin and other digital assets as payment for goods and services inside the country. The update points to a more controlled market structure for access, trading, and withdrawals, while keeping payment use off limits.
