Salvadoran Vice President Felix Ulloa has highlighted the transformative impact of Bitcoin adoption on the nation's economy and society. In a recent interview with Forbes, Ulloa described how El Salvador's pioneering move to accept Bitcoin as legal tender in 2021 has catalyzed a 'rebirth' of the country, particularly by attracting international investors and revitalizing the tourism sector.
Bitcoin as a Magnet for Investors
Under President Nayib Bukele, El Salvador became the first country in the world to adopt Bitcoin as legal tender in September 2021. Despite criticism from the International Monetary Fund and other multilateral organizations, Ulloa argued that the decision has delivered tangible benefits. “The enthusiasm that started in the sphere of the digital economy, with bitcoiners, where El Salvador, having positioned itself as the first country to adopt a cryptocurrency as legal tender, was at the forefront and attracted many investors who are in fact installed in Salvador,” he said.
Ulloa emphasized that these investors have brought not only capital but also technological expertise, contributing to the development of a local digital economy ecosystem. The country has since launched blockchain-based initiatives, including the “Volcano Bonds” backed by Bitcoin mining using geothermal energy, aimed at attracting further foreign direct investment.
Tourism Recovery Linked to Bitcoin
In the tourism sector, Ulloa noted a sharp rebound following the COVID-19 pandemic, attributing it to both improved security policies and the convenience of Bitcoin payments. “Bitcoin as legal tender makes it easy for tourists who enter the country to pay for goods and services without worrying about currency exchanges,” he said. President Bukele had previously linked Bitcoin and tourism recovery in August 2022, stating, “Only a handful of countries have been able to recover its tourism to pre-pandemic levels. And that's international tourism, so the reasons behind it are mostly bitcoin and surf.”
Ulloa expanded on this synergy: “Without a doubt, tourism and the use of digital currencies go hand in hand and are a sign of that future and the rebirth of our country.” Official data shows that El Salvador's international tourist arrivals in 2023 exceeded pre-pandemic levels, with notable increases from North American and European markets. The government has also introduced educational programs to promote Bitcoin literacy among small businesses and local communities.
Despite price volatility and ongoing skepticism from traditional financial institutions, Ulloa remains confident in Bitcoin's long-term role. “We are not blindly following a trend; we are firmly exploring a development path that fits our national reality. Bitcoin is not a panacea, but it is a critical engine driving our country's rebirth,” he concluded.
