U.S. Securities and Exchange Commission (SEC) Chair Paul Atkins described the upcoming congressional vote on cryptocurrency market structure regulation as a “critical week for cryptocurrency” during a Fox Business interview. As political momentum in Washington accelerates toward a clear legal framework for digital assets, the vote could mark a historic milestone for financial markets. Investors are closely watching the process, viewing it as a potential turning point for Bitcoin and other cryptocurrencies over the long term.
The Crypto Market Structure Bill in Congress
According to Atkins, the market structure bill under consideration aims to adapt the U.S. financial system to the 21st century. The proposal aligns with President Donald Trump’s vision of making America a global hub for crypto, with clear rules offering greater predictability. Atkins argued that a well-defined legal framework would strengthen investor confidence and eliminate long-standing sector uncertainty. On social media, he reiterated that removing gray areas remains a top priority and stressed that bipartisan support for such legislation can guard against regulatory overreach. His remarks indirectly criticized previous SEC leadership.
Throughout the bill’s development, Atkins promised close collaboration with the Commodity Futures Trading Commission (CFTC), with the newly formed financial services management team expected to play an active role in implementation. Discussions in Washington suggest the legislation could reshape not only the crypto market but also the boundary between traditional finance and digital assets.
Market Expectations and Bitcoin Outlook
Expectations are building in crypto investment circles. Bitwise CIO Matt Hougan likened the CLARITY Act to a seasonal indicator for the crypto market, predicting new highs if the bill passes, while warning that failure could prolong the current stagnation. The U.S. Senate is set to begin considering the bill on Thursday, January 15, followed by coordination between the Banking and Agriculture committees before a final vote. This expedited timeline could set the tone for the crypto ecosystem throughout 2026.
Michaël van de Poppe, co-founder of MN Fund, said the significance of the CLARITY Act may be underestimated. He noted that the GENIUS Act, which includes stablecoin regulation, has already shaped the market, and expects the market structure bill to have an even greater impact. A positive outcome could push Bitcoin toward a new all-time high, a view gaining traction in the market.
