China's Cyberspace Administration, along with six other ministries, jointly released the 'Implementation Plan for Promoting Digital and Green Synergy Transformation (2026-2030),' aiming to leverage digital intelligence for low-carbon transition. The plan sets 2030 targets for cost-effective AI deployment, improved energy efficiency in computing and 5G infrastructure, and expanded renewable energy consumption in key sectors including agriculture, manufacturing, trade, and urban operations.

Seven Ministries Unveil Digital-Green Synergy Plan

ChainCatcher says the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce have jointly released the 'Implementation Plan for Promoting Digital and Green Synergy Transformation (2026-2030).' The document is aimed at pushing digital-green synergy during the 15th Five-Year Plan period, with digital intelligence technologies positioned as the main tools for the low-carbon transition.

2030 Goals: Cost-Effective AI and Energy Efficiency

By 2030, the plan targets low-cost, high-efficiency uses of artificial intelligence. It also seeks to sharply raise the energy efficiency of computing facilities and 5G base stations, while making sure renewable energy use in key areas such as computing infrastructure reaches provincial responsibility weight targets.

Deepening Digital-Green Applications Across Sectors

And the plan goes wider than that. It calls for deeper digital-green applications across agriculture, manufacturing, trade, consumption, and urban operations, stronger intelligent ecological environment governance and digital carbon management, and a firmer base for dual synergy and international cooperation.
