South Korea’s Ministry of Science and ICT Postal Service Headquarters and Korea Development Bank signed a business cooperation agreement in Seoul on Aug. 5 to jointly create a 1 trillion won AI Infrastructure Fund. The vehicle is aimed at next-generation AI data centers, energy infrastructure and other industries the country considers part of its future strategic base.
The two sides said they plan to identify and invest in quality AI infrastructure projects together while broadening financial cooperation. Park In-hwan, head of the Postal Service Headquarters, said the ability to secure AI infrastructure such as data centers and power grids in a stable way is becoming a deciding factor in national competitiveness, adding that the institution will continue expanding infrastructure investment tied to future growth engines on the basis of stability and returns.
The partnership marks the first joint capital commitment between the two institutions in about 20 years. They previously launched an infrastructure fund together in 2006 that invested in projects including Ulsan National Institute of Science and Technology, the Incheon International Airport Railroad, the Shinbundang Line and power plants. The move also tracks South Korea’s broader push to channel policy capital into AI and digital infrastructure under its “sovereign AI” agenda and related initiatives.

First joint capital commitment in about 20 years

As an institution managing the public’s valuable assets, we will continue to expand infrastructure investment in the country’s future growth engines based on stability and profitability.”
This is the first time in about 20 years that the two institutions have jointly committed capital again. In 2006, they formed an infrastructure fund together and invested in national infrastructure projects including Ulsan National Institute of Science and Technology, the Incheon International Airport Railroad, the Shinbundang Line and power plants.
Aligned with South Korea’s recent policy direction
The new cooperation also aligns with the South Korean government’s policy of activating productive finance, using policy capital in core AI-era infrastructure to attract private capital.
Earlier, the government had already stepped up support for AI and digital infrastructure through its “won internationalization roadmap” and “sovereign AI” project. The joint investment by the Postal Service Headquarters and Korea Development Bank points to a deeper tilt of public funding toward the sector.
