Reserve Allocation Shapes Stablecoin Effects
Neira, the architect behind Tempo’s tokenized financial products, said the macro-financial consequences of payment-focused stablecoins are driven less by their technology stack and more by how reserve assets are allocated. In his view, stablecoins matter systemically because their reserves connect directly to the traditional financial system, meaning the destination of those funds can influence banking structure, liquidity conditions, and short-term rates.
He explained that if reserves are placed into bank deposits, they could reshape the banking system. If they are invested in short-term U.S. Treasuries, they may put downward pressure on yields. Citing BIS data, Neira noted that each unit of net inflow lowers three-month Treasury yields by 2.5 to 3.5 basis points. When reserves are held at central banks, the arrangement begins to resemble “narrow banking money”.
Cross-Border Payments Face a Credit Problem
On cross-border payments, Neira argued that stablecoins function more like a foreign-exchange business than a pure settlement technology. The main obstacle is not the speed of on-chain transfers, but whether the counterparty at the destination has sufficient pre-approved credit capacity. In other words, even fast blockchain settlement cannot fully solve international payment frictions if local financial channels and credit lines are not already in place.
This suggests that stablecoin efficiency in global payments depends not only on blockchain throughput or lower transaction costs, but also on traditional financial plumbing, including credit access, liquidity provisioning, and regulatory connectivity.
Regulation Should Look Beyond Market Capitalization
Based on that framework, Neira said regulators should concentrate on where reserves are parked and on net issuance volume, rather than focusing primarily on market capitalization. Market cap may describe surface-level scale, but it does not fully capture how stablecoins affect bank deposits, Treasury markets, or central bank reserve structures.
Overall, the argument reframes stablecoin oversight through a macro-financial lens. Technology can improve user experience and transaction speed, but the broader economic impact depends on how reserve assets are embedded in the financial system. As stablecoins expand in payments and cross-border use, reserve composition may become a central policy issue.
