According to the post, the address involved had attempted to move funds between an EVM network and Noble. The transfer flow ran into a limit in Circle Cross-Chain Transfer Protocol, or CCTP, on outbound transfers from Noble. tanuki42 said one transaction hit that cap and was pushed into a pending state instead of completing. That pause gave Circle time to blacklist the destination address before the transfer limit reset. As described in the post, the funds are now stuck between Noble and Ethereum.
