People familiar with the matter say the Trump administration is considering an offshore stablecoin initiative that could be structured as a joint venture with private companies. The proposal may involve the U.S. Treasury Department, the State Department, and the U.S. International Development Finance Corporation, or DFC. The stated aim is to expand the use of the U.S. dollar and support demand for U.S. Treasuries. Separately, Tether’s latest reserve report said that as of June 30, the company directly held $114.96 billion in U.S. Treasuries. Its total reserve assets stood at $187.75 billion, exceeding liabilities by $4.11 billion. The plan has not established any partnership with Tether, and it has not become a formally operating project.

According to people familiar with the matter, the Trump administration is considering an offshore stablecoin plan that could take the form of a joint venture with private-sector companies.

The U.S. Treasury Department, the State Department, and the U.S. International Development Finance Corporation (DFC) could all be involved. The plan is aimed at expanding U.S. dollar usage and supporting demand for U.S. Treasuries.
