Executive Orders Set Post-Quantum Cryptography Timeline

The two directives focus on defending against advanced cryptographic attacks and advancing quantum innovation. They include clear milestones: advancing quantum sensor construction by September 2028, and requiring federal high-value assets and high-impact systems to complete post-quantum cryptography migration by the end of 2031. This timeline is more binding than the previous government guidance of phasing out traditional cryptographic systems by 2035. Alex Pruden, CEO of Project Eleven, stated that this means the U.S. government will invest significant funds and time to achieve post-quantum security goals, and may extend the requirements to all federal contractors, accelerating the adoption of post-quantum cryptographic standards and tools.

Crypto Industry Responds to Quantum Threats

The executive orders come amid growing concern in the blockchain industry about the potential risks of quantum computing. Quantum computers could eventually break widely used public-key cryptographic systems, such as the Elliptic Curve Digital Signature Algorithm (ECDSA) underlying Bitcoin, potentially enabling attackers to derive private keys from exposed public addresses. In response, organizations including the Ethereum Foundation and Solana Foundation have already begun post-quantum security research, while the Bitcoin community is actively discussing risk mitigation strategies. Some Bitcoin addresses with exposed public keys are considered vulnerable once sufficiently powerful quantum computers emerge.

Pruden noted that the government's clear deadline—2031—provides the industry with a definite window and may drive the maturation of tools, standards, and migration pathways. Although the orders do not directly target the crypto sector, the push from federal policy is expected to accelerate the development of post-quantum solutions that will ultimately benefit blockchain ecosystems.
