The United Kingdom has taken a concrete step toward stablecoin regulation by launching a sandbox program with four selected firms. The Financial Conduct Authority chose Revolut, Monee Financial Technologies, ReStabilise, and VVTX out of 20 applicants. The sandbox will allow these companies to test fiat-pegged tokens under close regulatory oversight, providing real-world evidence to shape future rules.
Sandbox Details and Central Bank Coordination
The FCA stated that the sandbox enables firms to trial products with safeguards while helping policymakers refine proposed regulations before formal adoption. This initiative aligns with the Bank of England's recent signals on digital assets. Last month, Executive Director Sasha Mills confirmed the central bank's plans to proceed with stablecoin development, noting that stablecoins could modernize both retail and wholesale payments and make transactions faster and more efficient.
Moreover, the FCA and the Bank of England are jointly developing a broader regulatory framework covering stablecoins, trading platforms, lending, staking, and custody services. These rules are expected later this year. The sandbox plays a central role: regulators require direct evidence from live trials before enforcing binding requirements. Selected firms will operate under defined parameters, with supervisors monitoring performance and risk controls.
Industry and International Context
Matthew Long, FCA director of payments and digital assets, said the authority aims to support credible stablecoin issuers, which could strengthen payments, settlement, and trading functions, and support the government's National Payments Vision. In contrast, the United States has already enacted the GENIUS Act (signed into law last July), but implementation details are still being determined. The UK's 'test-before-legislating' approach aims to balance innovation with financial stability.
The selection of Revolut and other participants signals growing institutional engagement with stablecoins in the UK market. Controlled experimentation allows regulators to address risks before wider adoption, enabling quick responses to operational or compliance gaps.
