A tiny test transfer of 0.001 BTC ($111) occurred at 4:57 a.m. Eastern time, followed roughly ten minutes later by the main transfer.
Source of Funds: Potapenko/Turogin Fraud Case
The bitcoins originated from the Potapenko/Turogin fraud case – one of the largest cryptocurrency-related frauds ever prosecuted in the U.S., running from 2015 to 2019. Estonian nationals Sergei Potapenko and Ivan Turogin masterminded the scheme. After the initial move to one address, the government hopped the funds once more to an unknown wallet. Analysts suggest this may be a preparatory step for future distribution to victims. Reportedly, victims of the fraud case can claim losses via a remission process.
Trump Vowed Never to Sell, Yet Movement Raises Questions
The Trump administration had previously promised not to sell any confiscated bitcoin. It remains unclear whether this transfer is part of a reparations plan or merely internal housekeeping. Meanwhile, the true extent of Uncle Sam’s bitcoin holdings is shrouded in mystery. A Freedom of Information Act request from The Rage in July 2025 claimed the U.S. Marshals Service only oversees 29,000 BTC – at least on paper. But onchain detectives using Arkham and other wallet trackers have tagged more than 190,000 BTC under federal control. Arkham’s latest data pins the total at 197,353.73998737 BTC, valued at roughly $22.78 billion.
