The United States is pushing another major legislative effort to dominate digital assets. Senators Bill Cassidy (R-LA) and Cynthia Lummis (R-WY) introduced the Mined in America Act on March 30, seeking to codify President Trump's executive order for a Strategic Bitcoin Reserve into federal law and place it under the Treasury Department for long-term stability.
Key Provisions: From Voluntary Certification to Hardware Phase-Out
Cassidy stated: “Digital asset mining is an important part of our economy, and we should do it at home. This bill ensures supply chain security and supports U.S. manufacturing.” Lummis added: “President Trump promised to make America the digital asset capital of the world – we will not back down.” The act includes five core initiatives: voluntary "Mined in America" certification for mining facilities and pools; phasing out hardware linked to foreign adversaries; integrating certified projects into existing federal energy and rural programs without new spending; supporting domestic miner manufacturing through NIST and MEP; and officially establishing the Strategic Bitcoin Reserve within the Treasury.
The 97% Chinese Hardware Problem
The Satoshi Action Fund strongly backs the bill. CEO Dennis Porter highlighted: "America controls 38% of global Bitcoin hash rate, but 97% of the hardware powering that hash rate comes from China. That's not leadership; it's a liability." He argued that true leadership requires controlling the supply chain. The act aims to create a virtuous cycle of domestic manufacturing, certified mining, grid reinforcement, and a strategic Bitcoin reserve.
