Vietnam Launches Crypto Asset Pilot Framework; RWA Tokenization Market Predicted to Exceed $14T by 2030

Vietnam has formally launched a national pilot framework for crypto assets, following a government resolution issued in September 2025. The framework stipulates that crypto assets issued within the country must be backed by real-world assets, while explicitly excluding securities and fiat currencies. In the initial phase, only foreign investors can participate. Boston Consulting Group projects the global market for tokenized real-world assets could exceed $14 trillion by 2030. Vietnam's State Securities Commission said five companies have passed the preliminary evaluation to set up exchanges. To gain final approval, they need to comply with a four-level information system security standard and maintain registered capital of approximately $383 million. The government also issued a decree on July 16 that imposes fines of around $1,150 to $1,918 for violations in the crypto market, effective September 1. Under the new rules, domestic investors will not be penalized immediately for trading via unlicensed platforms. Instead, the requirement that investors may trade only through licensed institutions will take effect six months after the Ministry of Finance issues its first exchange license.
